Simulator changes

The regions have been split between two simulators to better utilize memory resources on the server. The OS X version of mono is 32-bit and can therefore only take advantage of 4 Gb system memory. It also makes it easier to make changes without having to take all regions down at the same time. There is also some evidence BulletSim use less CPU the fewer regions in a simulator.
